Proposed Scope of Work
Purpose of This Engagement
The Maryland Aviation Council has expressed interest in strengthening membership, improving financial sustainability, and identifying opportunities for future growth.
BBP Solutions proposes a focused strategic engagement to review the Council’s current structure, membership, revenue sources, conference performance, and communications approach, and to provide recommendations to support increased participation and long-term sustainability.
This engagement is structured as a targeted assessment designed to provide meaningful strategic guidance within the Council’s current budget.
In order to maximize the value of this engagement while remaining budget-conscious, work will be conducted remotely and will focus on analysis, recommendations, and virtual discussion rather than in-person facilitation. This approach allows the Council to receive a comprehensive strategic review while maintaining a cost-conscious scope.
This engagement is intended to provide clear direction for future growth and to help position the Maryland Aviation Council for expanded activities and the potential for additional professional management services in the future.
Organizational Review
BBP Solutions will review existing materials and information provided by the Maryland Aviation Council in order to evaluate the current structure and operations of the organization. This review will consider the current membership list and categories, dues structure, revenue sources, conference and event activities, governance structure, and overall organizational priorities. The purpose of this review is to identify opportunities for improvement and to establish a realistic path for growth based on the Council’s current capacity.
Membership & Revenue Review
BBP Solutions will evaluate the Council’s membership and revenue model and provide recommendations intended to improve participation and financial sustainability. This review will consider current membership categories, pricing levels, and participation trends, and will identify potential new member groups that may not currently be engaged. Recommendations may include adjustments to membership structure, identification of opportunities to increase dues revenue, and strategies for expanding sponsorship or partnership support. These recommendations will be informed by BBP Solutions’ experience working with aviation councils and similar member-based organizations.
Conference & Event Review
BBP Solutions will review the Maryland Aviation Council’s conference and event structure to identify opportunities to increase participation, sponsorship, and overall revenue. This review will consider the current conference format, pricing, attendance levels, and sponsorship structure, and will include comparison to similar aviation organizations where appropriate. Because conferences and events are often the primary revenue driver for aviation councils, particular attention will be given to identifying missed opportunities and recommending adjustments that may improve long-term sustainability.
Communications & Outreach Review
BBP Solutions will review the Council’s current communications and outreach materials to identify opportunities to improve visibility, member engagement, and overall value to stakeholders. This review may include the Council’s website, email communications, newsletters, conference promotion, membership materials, sponsorship materials, and public updates if applicable. Recommendations will focus on improving clarity, consistency, and effectiveness of communications in support of membership growth and revenue generation. This portion of the engagement is limited to strategic guidance and does not include development of new marketing materials or ongoing communications services.
Strategic Recommendations
Based on the information provided, BBP Solutions will develop a set of strategic recommendations intended to help guide the Maryland Aviation Council’s future direction. These recommendations may address membership structure, revenue opportunities, conference and event improvements, communications approach, organizational priorities, and suggested focus areas for future growth. The intent of this work is to provide a clear and practical path forward that aligns with the Council’s current resources while supporting long-term expansion.
Deliverables
At the conclusion of this engagement, BBP Solutions will provide a written summary of findings along with recommendations related to membership, revenue, conference and event structure, communications, and overall organizational growth. BBP Solutions will also conduct one virtual meeting with leadership to review the recommendations and discuss potential next steps. This engagement is limited to strategic review and recommendations and does not include implementation services or ongoing management support.
Project Timeline
This engagement is expected to be completed over approximately three (3) months following receipt of requested materials. During the first month, BBP Solutions will conduct a kickoff call, gather materials, and complete the initial review of organizational structure, membership, and revenue. During the second month, BBP Solutions will review conference activities, communications, and outreach efforts, and will begin development of recommendations. During the third month, BBP Solutions will prepare the written summary, finalize recommendations, and conduct a virtual review meeting with leadership.
All work will be performed remotely. In order to remain within the approved budget for this engagement, the project is structured to utilize virtual meetings and remote review of materials rather than in-person strategy sessions or travel. This approach allows the Maryland Aviation Council to receive a comprehensive strategic assessment while maintaining a cost-conscious scope.
Engagement Fee
The total fee for this engagement is $10,000. This fee includes all services described in this proposal.
The scope of this engagement has been structured to align with the Council’s current budget. In order to provide the greatest value within this budget, services are focused on review, analysis, and strategic recommendations, with work performed remotely rather than through on-site facilitation. BBP Solutions regularly structures phased engagements in this manner to allow organizations to receive strategic guidance while maintaining budget discipline. This engagement is intended to provide the foundation for future organizational growth.
Future Services
Upon completion of this engagement, BBP Solutions may provide additional services as requested, including partial association management, event management support, membership administration, advocacy support, or full association management services. The purpose of this engagement is to help the Maryland Aviation Council identify opportunities to increase membership, revenue, and organizational capacity, with the goal of supporting expanded professional services in the future. BBP Solutions has successfully used this phased approach with other aviation organizations to help them grow and transition to a higher level of professional support.
